Why am i created like this, flat and skinny

I am 13 in 8th grade, I have no boobs, I am as skinny as a twig, and to make it worse I am the only one in my grade that has no boobs! What should I do The boys all tease me and I have a low self esteem. My mom says its good but she does not get it I need advice please And please please answer my other question to Thx

    when you do get boobs they will probably catch up with the other girls really fast. so do not stress about your boobs.
